Discreditable conduct of a police officer who spat his dummy after not getting his own way

This is a telephone recording of PC 253994 Ebrahim Ali of London’s Metropolitan police, calling a member of the public a ‘fucking wanker‘.

PC Ebrahim Ali of Edmonton Police Station made the phone call to the businessman from what is believed to be his police mobile phone.

Jamal Hussain is a self employed driving instructor and had given some driving lessons to PC Ali’s sister. (we will call her Tracey which is not her real name)

There was a dispute, which was purely a civil matter, but for transparency, a summary of the events of the dispute follows (including the full recorded conversation).

Tracey asked Jamal for a discount if she purchased 10 lessons.

Jamal agreed to £22.50 per lesson if purchased as a block of 10 lessons (£225.00 total).

Jamal normally charges £27.00 per lesson if booked individually.

After using 8 of her lessons, Tracey decided to cancel and she requested a refund of the unused lessons.

As Tracey was breaking the contract of the discounted lessons, Jamal determined the 8 lessons should be charged at £27.00 per lesson (x8 = £216.00).  Therefore, and as a gesture of goodwill, Jamal offered her a refund of £9.

Tracey was not happy with this and was adamant that she should be refunded the two unused lessons at the block booking discounted rate of £22.50 each, thus expected a refund of £45.00.

Tracey told her police officer brother, PC 253994 Ebrahim Ali, who took it upon himself to give Jamal a call to ‘sort things out‘.

As you can hear in the full unedited clip, PC Ali does not appear to understand civil law and that his sister had entered into a contract for the block booking.

Although Jamal was offering a refund based on the pre-discounted price, he was under no obligation to refund anything.

Nevertheless, PC appears Ali made false allegations that Jamal was committing a Criminal act of Theft, contrary to the Theft Act 1968, which says,

A person is guilty of theft if he dishonestly appropriates property belonging to another with the intention of permanently depriving the other of it; and “thief” and “steal” shall be construed accordingly.

At no time did Jamal dishonestly appropriate property (or money for that matter) from Tracey.  It would appear from this demonstration that PC Ali also has ‘limited‘ understanding of criminal law.

A contract in law was formed between Jamal and Tracey.  Tracey freely handed over the £225 for the discounted block booking.

PC Ali, who identified himself as a Police officer during the call, was not acting in the execution of his duty as a police officer when he made the call, however, as he confirmed that he was a serving police officer, that would lead a reasonable person to believe that his knowledge of the Law was correct.  When PC Ali began quoting the law (albeit incorrectly), he stepped into his role as a police officer.

At the end of the call when PC Ali was not getting his way, he called Jamal a ‘complete fucking wanker‘.

Jamal refunded PC Ali’s sister IN FULL (£45.00) in fear of retribution from PC Ali after being threatened with the criminal offence and to show up while he was working.

A complaint has been made to the Metropolitan police Professional Standards Department who are investigating.

  1. An absolute abuse of power for which this cop should be dismissed.
Sadly I doubt that the Mets PSD will find any wrong doing and PC bullyboy will be cleared.

The police service is full of these self serving scum.
